摘要
科学技术的发展使"技术理性"崇拜成为现代国际谈判的价值取向;这一价值取向的变迁已深刻影响到全球气候谈判的成效;为了取得应有的效果,全球气候谈判应扬弃"技术理性"而回归伦理性谈判,即以共同但有区别责任原则为伦理性谈判的逻辑起点,在造法性条约模式、"自下而上"谈判模式和伦理商谈模式等三个向度展开。
The development of science and technology makes the worship of 'technical rationality' become the mainstream value in modern international negotiations.The change of mainstream value has deeply influenced the effect of global climate negotiations.In order to achieve the desired effect,we should change the 'technical rationality' into ethical negotiation which has three dimensions:law-making treaty model,'bottom-up' model and ethical consultation model,regarding the principle of common but differentiated responsibilities as the logical basis.
