清代徐州地区黄河水患治理及其救灾措施述略

A Brief Description of the Yellow River Flood Management and the Relief Measure for It of Xuzhou District in the Period of Qing Dynasty

清代徐州地区频繁发生的黄河水灾给地方民生带来了严重危害。基于维护统治和体恤民生的目的,清政府采取修筑堤防、堵塞决口、疏浚河道等措施来治理黄河水患。水灾发生后,中央政府更是采取蠲免税粮、开仓赈济等众多荒政措施来积极应对水灾。徐州地方官员以及地方士绅也在徐州黄河水灾防治中发挥了重要作用。

In the Qing dynasty the Yellow River flood frequently happened in Xuzhou District,which brought serious damage to the local people＇s livelihood.Based on the purpose of maintaining rule and sympathizing people＇s livelihood,the government of Qing dynasty adopted the corresponding measures to govern the flood such as constructing embankments,blocking the bursts,dredging the river-way,etc.After the flood happened,the central government took still more measures to actively deal with it,such as exempting the people from farm tax opening warehouse to relief etc.The local government officials and gentries also played important roles in the flood disaster relief and preventing works.
