宝鸡峡灌区水利工程维修养护的实践与思考

Practice and Thinking on Maintenance of Water Conservancy Projects in Baojixia Irrigation Area

实施水利工程维修养护,是水利工程管理体制改革的重要内容和成果,既是新形势下提高灌区工程管理水平的客观要求,也是促进灌区可持续发展的必由之路。水利工程维修养护是一项新的系统工程,涉及方案设计、资金投入、组织实施、技术管理、质量控制、合理运行、整修完善等环节,要求可操作性很强。笔者通过宝鸡峡灌区水利工程维修养护的实践,积累了一些经验,进行了深入思考,只要以不断改革的精神,切实加大维修养护力度,健全工作机制,落实管护责任,加强日常维护,提高管理水平,进一步推进工程管护实现法制化、规范化、科学化、长效化、普及化,就能促进水利工程设施良性运行,为灌区经济发展服务,确保水利工程设施发挥其应有的作用。

To carry out the maintenance of water conservancy projects is an important content and effect of management system reform of water conservancy projects. It is not only a realistic requirement of improving project management level of irrigation area, but also a key road to enhancing sustainable development of irrigation area. The maintenance of water conservancy pro- jects is a new systematic engineering, relating to scheme design~ investment ~ organization~ technique management ~ quality con- trol proper operation, and renovation,etc. ,which requires strong manoeuvrability. With the practice and experience of the ma- intenance of water conservancy project in Baojixia irrigation area, the author puts forward that only by reform and strengthe- ning maintenance, improving management, the water conservancy projects can be used more effectively.
