农村村级党组织建设中的问题及其对策研究——基于浙江、河北两省66个村级党组织的调查

On the Problems in the Rural Village-level Party Organization Construction and the Countermeasures——The Survey of 66 Village-level Party Branches in Zhejiang and Hebei Province

农村村级党组织是党在农村各项工作的领导核心,是建设社会主义新农村的组织保证。笔者通过对浙江、河北两省66个农村村级党组织的调研,发现新时期农村村级党组织建设存在的主要问题有:农村党员干部开展工作难度、待遇低,农村基层民主政治发展不完善,观念变化对增强基层组织凝聚力构成挑战。应从提高农村基层干部队伍的整体素质、健全农村基层组织建设工作机制以及创新农村村级党组织建设工作方式方法等几方面采取措施,加强和改进农村村级党组织建设,进一步提升农村村级党组织的执政能力,从而确保完成建设社会主义新农村的重大历史任务。

Rural village--level party organization is the leading core of the Party in various sorts of work in rural areas, which is also the organization guarantee to build up new socialist countryside. By surveying the 66 rural village--level Party groups in Zhejiang and Hebei prov- inces, it is found that the main problems existed in the construction of the Party organizations of the rural areas in the era are the following： uneasy but low paid work for the Party member leaders, and imperfect democratic political development at the grass roots level, and the chal- lenge to the coagulative power in grass roots organizations composed by the concept change. What should be done is to promote the overall quality of the rural grass--roots cadres, improve the construction of rural grassroots organizations working mechanism, create some means and methods on the construction of the rural village--level Party groups and some other measures. In addition, it is vital to strengthen and improve the construction of the rural village-- level Party organizations and promote further the governance capability of them so as to ensure that the important historical task of building up the new socialist countryside can be implemented.
