Economic Reflection on Sustainable Development——From the Perspectives of Technical Progress and Institutional Innovation

可持续发展理念虽已深入人心,但可持续发展实践活动却仍进展缓慢。未找到实现可持续发展从理念到实践跨越的可行发展路径,是造成这一困局的根源所在。而摸索这一可行发展路径,则要求我们能清楚认识科技进步、制度安排和可持续发展之间的相互关系。本文认为通过制度创新加速科技进步是实现可持续发展的物质基础。而不同的制度安排会对科技进步速率产生不同的影响。可持续发展问题可由此转变为一个加速科技进步的机制设计问题。

Although the concept of sustainable development has been widely accepted,the practice of sustainable development is jogging on.The reason for the predicament is the lack of a feasible development path to enable the leap from concept to practice.To explore the feasible development path,we should recognize the relationships among technical progress,institutional design and sustainable development.The paper believes that technical progress,which can be accelerated by institutional innovation,is the material base for the realization of sustainable development.However,differential institutional design has different impacts on the ratio of technical progress.Therefore,the problem of sustainable development can be solved by mechanism design to accelerate technical progress.
