化妆品质量安全标准体系的构建

Establishment of Standards System for Cosmetic Quality Safety

本文从化妆品质量安全的技术要素入手,全面梳理了我国目前现行的化妆品国家标准和行业标准,结合对国外化妆品功效评价标准的分析,构建了包括卫生安全标准、禁限用物质限量检测方法标准、功效安全标准、生产过程质量安全控制标准子体系在内的化妆品质量安全标准体系基本框架,并提出了几点建议,为进一步建立我国化妆品质量安全标准数据库提供了依据。

The present national and industry cosmetics standards is collected comprehensively and proceeded with the technique factors on cosmetic quality safety. Combined with the analysis of foreign assessment method standards for cosmetic function and effects, the preliminary standards system is established including hygiene standards, testing methods of the deleterious substances which may render injurious to users, evaluating cosmetic function and effects intended to prevent, cure, treat, or mitigate disease or to affect a structure or function of the body, and production process controls standards on cosmetic quality safety. Several suggestions are provided to developing standards. It provides the basis for further establishment of our national cosmetic quality safety standard database.
