"十二五"期间是我国经济建设和科技发展的重大战略时期。为了适应经济发展的需求,有必要发展与其对应的上层建筑,以保证政府管理部门发挥本质作用。为此,在"科学发展观"的指导下,在建设"服务型"政府的要求下,在经济发展趋势的需求下,我国政府管理部门应该依次创新其决策机制、执行力机制、考核机制和监督机制,提高政府管理的效率,优化管理的职能,满足人民的需求。

Marxist Philosophy contains that it is necessary to develop the matching superstructure to the developing economy,especially ensuring the government management departments play essential roles.The next National Twelfth Five-Year Plan period is an important strategic period to develop the economic construction and scientific and technological in our country.Therefore,our government management should be innovation from the decision-making mechanism,execution mechanism,and evaluation mechanism to the supervision mechanism,which will improve the efficiency in the government management,optimizing management functions and satisfying the needs of the people.
