环首都“上访潮”形成原因与解决对策

Reasons and Solutions of Petition Tide around Beijing

当前进京上访数量不断增加、规模不断扩大、方式也日趋激烈。引发大量进京上访的原因包括:政策因素、法律因素、政府部门因素、干部工作作风因素、群众心理因素等。为此提出破解环首都"上访潮"的措施:应该制定环首都区域信访工作特殊政策,规范上访程序;建立长效机制,常态解决信访问题,从根本上化解大量上访问题;理顺环首都省、市信访工作体制,创新信访工作方法。

At present,petitions increase greatly in the amount,scale and way.The reasons include the elements of policy,law,government,working way of the cadre and mass psychology.According to the above reasons,the following solutions are proposed： setting special policy and standardizing procedures of petition for the areas around Beijing,establishing long effective mechanism to defuse fundamentally the numerous petition problems,rationalizing the operation system and innovating working methods.
