摘要
在分析国内外绿色城市建设经验及国内各类城市建设评价指标体系的基础上,结合"十二五"南京绿色城市建设的现实要求,初步构建了绿色南京城市建设评价指标体系和评价方法,从转型发展、社会建设、资源利用和环境保护4个方面选取了26项评价指标。结合南京市"十一五"城市建设的成效和"十二五"相关专项规划成果,构建绿色南京城市建设评价目标值,并提出指标权重设置的方法和评价步骤,为"十二五"绿色南京城市建设的综合评价提供了科学依据。
Based on the analysis of green city construction experience both at home and abroad, and various kinds of evaluation index system for city construction at home, considering the demand of Nanjing green city con- struction on the period of ＂Twelfth Five-year Plan＂, we choose 26 evaluation indexes from transformation develop- ment, social construction, resource utilization and environment protection to build a index system and evaluation method for evaluating green Nanjing city construction preliminarily. Based on fully considering the character of Nanjing economic and social development, the effectiveness of Nanjing city construction on the period of ＂Eleventh Five-year Plan＂ and the related special plans on the period of ＂Twelfth Five-year Plan＂, we identified the target of green Nanjing city construction, proposed the method of how to assign weight to different indexes and the evaluation steps. It will provide scientific basis to comprehensive evaluation of green Nanjing city construction on the period of ＂Twelfth Five-year Plan＂.
