摘要
非自愿移民是当代中国移民现象中的主要形式和突出问题。非自愿移民权利的保障与建设和谐社会紧密相关,其中保障非自愿移民的知情权尤为重要。应当通过有效实施《政府信息公开条例》,加强对非自愿移民知情权的法治保障,从而为非自愿移民参与行政决策和行政行为提供可能性。包括健全非自愿移民的信息公告制度,完善非自愿移民信息公开的程序保障和救济机制。
Involuntary imigrant is an important issue and an phenomenon of modern imigration in China.Protection of involuntary imigrant＇s rights,especially the right to know,has a close relationship with the construction of harmonious society.It should be done that legal protection of right to know of this group need improve by effective implement of ＂Governmental Information Disclosure Statute＂,and make it possible which this group can participate in decision-making and behavior of administration.The effective implements in this paper includes the perfection of Information Disclosure System,the improvement of the procedure protection in information publicity and the almsgiving mechanism for involuntary imigrants.
