摘要
国家"十二五"规划对于加快经济发展方式转变给予了高度重视。但加快经济发展方式转变遇到了人力资本价值水平不高的难题。为此,在分析人力资本价值提升对加快经济发展方式转变的作用关系和作用方式的基础上,提出了提升人力资本价值加快经济发展方式转变的建议:树立科学的人力资本价值观,实施人力资本优先开发战略;创新人力资本价值提升的管理机制,实现人力资本价值提升;以人力资本价值提升为依托加快经济发展方式转变。
The national "12th Five-Year Plan" has given high priority for economic development mode shift. However, the disappointing haman value has been a big challenge on the way of economic development mode shift. After the researches on the relationship between human value and economic development mode shift, some suggestions have been provided as following, to establish a scientific human capital values, to implement priority to the development of human capital innovate the management mechanism of human capital, and to realize human value enhancement.
