新型农村合作医疗政策的筹资机制和补偿机制研究——基于云南省祥云县新型农村合作医疗调查

The Research on the New Rural Cooperative Medical Care's Financing Raising and Compensation Mechanism:Based on the New Rural Cooperative Medical Care Survey of Xiangyun Town in Yunnan Province

自2006年11月,祥云县被省政府确定为新型农村合作医疗试点县后,祥云县新型农村合作医疗工作的开展和推广有效解决了广大农民群众看不起病的问题。新型农村合作医疗制度得到了广大农民群众的欢迎,有力地推动了祥云县的和谐社会进程。然而在新型农村合作医疗制度的实施过程中也发现了祥云县新型农村合作医疗制度的筹资机制和补偿机制存在着一些不足。本文立足云南省祥云县新型农村合作医疗制度的调查提出完善新型农村合作医疗制度的政策建议,以期为云南省建立持续、良性发展的新型农村合作医疗制度提供理论参考。

Since november 2006, Xiangyun county was identified as the new rural cooperative medical care experimental county by the provincial government, as the correct leadership of the provincial gov- ernment and the support of the county finance, health, civil affairs and other relevant unites, the new rural cooperative medical care had an effective solution to the problem of coverage of the peasant mas- ses. The new rural cooperative medical care system has been welcomed by the majority of farmers, got a strong impetus to the process of Xiangyun county harmonious society. However, the implementation of the new rural cooperative medical care process, we also found there are some deficiencies in new ru- ral cooperative＇s fund raising and compensation mechanisms. This article is based on the new rural cooperative medical care survey in Yunnan Xiangyun county, gives a complete set of the new rural cooperative medical care＇s policy recommendations, provides a theoretical reference to establish a continu- ous, healthy development of the new rural cooperative.
