基层党组织执政能力建设与农村“混混”难题的破解

Study on Ruling Ability Construction of Village Party Organization and Coping with Rural Hooligans

改革开放以来,中国农村存在着较为严重的农村"混混"问题。这些"混混"逐渐介入到农村治理的过程中,成为危害农村社会的重要因素,甚至改变了村庄秩序的环境,影响着基层党组织的执政能力建设。因此需要从村级党组织建设的角度出发,加强政党对农村社会的引导,深化民主自治的理念,不断完善村民自治机构的组织建设,以构建政党与村民互相的村级治理体制。

Since the reform and opening up,there has existed a problem of rural Hooligans in China＇s rural areas.The Hooligans are gradually involved in rural governance process and become a hazard to rural society.They even have fundamentally changed the village order,seriously affecting the ruling ability construction of village party organization.Therefore,from the point of view of village-level party organization construction,it is required to strengthen the Party＇s rural social guidance,deepen democratic autonomy concept,constantly improve the villager autonomy organization construction,and build the party-villager mutual governance system.
