青岛市高新技术产业功能区培育建设研究——基于产业集群理论

Study on the development of Qingdao high-tech industries——Based on the theory of industrial cluster

在全球化进程加速的形势下,高新技术产业的发展对经济的影响作用逐渐增大,建立高新技术产业功能区是世界普遍采用的促进高新技术成果转化和提高地区技术创新能力的重要手段。青岛高新技术产业发展具有良好的技术优势和政策环境,功能区建设应着眼经济带动性强、附加值高的项目支撑,采用整体协调、功能复合及文脉传承的城市设计策略,打造集产业、居住、商务、休闲、娱乐多种功能于一体的发展平台;按照"盘活存量、引进增量、增加总量"的思路,充分利用政策优势,不断完善产业体系,打造公共服务平台,促进产业集聚。

Now the globalization is accelerating,and the high technology has an increasing impact on economic development.Consequently,setting up high-tech industrial functional zone is becoming a significant means adopted worldwide in order to promote the convention of the achievement acquired through high-tech and improve the innovation ability.Based on the theory of industrial cluster,this article has analyzed the fundamental conditions of Qingdao high-tech.We find the effective way of how to improve the operation of functional zone development,and put forward supporting methods of optimizing the high-tech industrial zone and construction.
