摘要
本文在调查的基础上,分析了北京中小企业劳动关系的现状及存在的问题,提出了适应北京中小企业劳动关系的系统化调整模式,即在宏观层面以政府为主导进行宏观调控,以维持劳动关系的基本稳定;在中观层面建立行业集体谈判机制,以保持劳动关系的相对稳定;在微观层面建立以参与为核心的人力资源管理调整机制,以确保劳动关系在组织层面得到不断改善。
Based on the investigation of the Beijing 245 small and medium-sized enterprises and 837 employees,the paper analyzes the present situation and existing problems of labor relations of small and medium enterprise and presents the systematic adjustment mode of labor relations.The main thought of the adjustment is the government should play a leading role in macroeconomic regulation and control in order to maintain the basic stability of labor relations.At the medium level,the collective bargaining mechanism should be established to keep relative stability of the industry labor relations.At the micro level,human resource management adjustment system of which participation is the core should be established to improve the labor relation at the organizational level.
