摘要 基于当前我国微电网建设、管理现状,借鉴国外建管分离投资经营模式优势互补、风险分摊两方面的经验,分析了微电网建管分离的投资经营模式,能有效拓宽融资渠道、促进技术和管理水平创新、合理分摊各方风险、权责明确,以实现优势互补及科学提高运营效率等优势,提出了我国微电网建管分离的投资经营模式框架,明确了各参与主体及其相应的权责划分。 Based on China's current microgrids construction and management situation and the foreign advanced expe- riences in separating construction and management and risk sharing, this paper analyzes the advantages of investment and operatiola mode of separating microgrids construction and management in broadening financing channels, promoting tech- nology and management levels, sharing risks and complementing advantages among stakeholders, etc. And then it puts forward the framework of the investment and operation mode of microgrids construction and management. Finally, the di- vision o~ rights and duties is deliberated.
