论城市化进程中人口管理的创新

On Population Management in Urbanization Process

我国创新人口管理的探索,取得了明显成效,但与快速发展的城市化还不相适应,存在着重管理,轻服务;重户籍人口,轻外来人口等问题。应在借鉴国际经验的基础上,不断解放思想,完善法律体系,建立面向全体居民的管理服务体制,改革户籍制度,完善社会保障制度,理顺高效有序的工作机制,充分发挥社会各方面的积极性和创造性。

A lot of innovation improved the population management,but there are still many problems to keep the management up with the urbanization in China.The population system focuses on the management but the service and pays more attention to the residents with local Hukou but less to the nonlocal.We should learn some experiences from the developed country and emancipate our mind.Some innovation should be taken,which are completing the legal system,reforming the Hukou system,improving the social security system.Then population system will focus on the service and the working mechanism is efficient.Social enthusiasm and creativity will be given full play.
