住房制度改革要看30年

摘要 房地产市场出现的问题主要是制度缺陷和结构失衡,是30年来我国独特的生产方式积累形成的。用调节供求的办法不能解决制度上的缺陷,也不能解决结构上的失衡,应有政治思维和战略眼光,积极推进改革创新。本文主张在制度创新的基础上,坚持发展主权住房模式,大力发展新型房地产金融业,推动城市功能转变,调整城乡住房结构。通过增加和改善社会财富的数量与结构,平衡城乡发展的住房总需求。 real estate market is the main deficiencies in the system and structural imbalances is the accumulation of the formation of our unique production methods in the past three decades.Way of regulating the supply and demand can not solve the defects of the system can not resolve the structural imbalance must be political thinking and strategic vision,and actively promote the reform and innovation.The paper argues that on the basis of innovation in the system,adhere to the development of the sovereignty of housing patterns,and to develop new real estate finance industry,the promotion of urban functions change,adjust the structure of urban and rural housing.Aggregate demand by increasing and improving the quantity and structure of the social wealth,balance urban and rural development housing.
