摘要
根据深圳市卫生服务和卫生人力方面的实际情况,利用目前常用的"以床定人"和广东省机构编制管理部门提出的"综合方法",以及某学者提出的"以工作量定人"等3种编制测算方法,分别对该市公立医院人员编制进行测算,并用SAS8.2统计软件对测算结果进行Wilcoxon符号秩和检验。结果显示,编制人数比3种方法测算人数均少,且具有统计学差异;实际在岗人数比3种方法测算人数均多,且具有统计学差异。表明公立医院提供了过度医疗服务,并且人员编制比较紧缺。
Based on the actual situation of health service and health human resources in S city of Guangdong province,personnel posts were measured respectively by three methods: "staff based on bed","staff based on integrated factors" and "staff based on workload",the Wilcoxonsigned rank test were applied by SAS8.2 statistical software to the measurement result.The result showed that personnel posts were less than the measured staff of three methods,and the actual staff was more than the measured staff of three methods,with Statistical Significance.Our study indicated that public hospitals provide excessive medical services and have not enough personnel posts.
