中国省际公共支出差异的来源与分解——基于Shapely值分解方法

Disparities of Provincial Pubic Expenditure in China: Based on Decomposition Method of Shapely Value

构建公共支出内生影响因素的理论模型,对影响公共支出差异的因素进行分解,结果表明:收入水平和公共服务质量的差异是引起省际公共支出水平差异的重要因素,其贡献率分别达到27.17%和26.18%;其后依次是公共服务环境、省际地理因素和公共部门的相对生产率。缩小收入差距、改善公共服务质量和环境便成为实现财政均等化、促进区域经济协调发展的重要条件。

With a theoretical model of public expenditure＇s endogenous Factors, the paper analyzes factors affecting public expenditure. The study shows that disparities of provincial public expenditure are mainly due to differences of revenues and quality of public services, whose contribution are 27.17% and 26.18% individually. The other important factors include environment of public expenditure, different provincial conditions and relative productive rate. Therefore, narrowing income disparities, improving the quality and environment of environment public service can realize fiscal equalization, and promote regional development.
