当前我国政府职能转变存在的主要问题及对策

Problems on the Conversion of Government Function and the Countermeasures

目前,我国政府存在着诸如对微观领域干涉过多、过度承担行政主体职能、对市场秩序的监管不到位,政府公共服务职能弱化等问题。为解决政府职能越位、错位、缺位、不到位以及交叉重叠等问题,只有加速政府职能的改变,将该由政府管的事真正管住、管好、管到位,将不该由政府管的事坚决交给市场、企业家和社会组织。具体对策是:转变经济调节方式、创造良好的经济发展环境;严格市场监督管理、完善市场运行规则;构建合谐社会、着力改善民生;加快公共服务体系建设、促进基本公共服务均等化。

Some problems exist in the government administration, including excessive intervention in microcosmic sectors, undue function of administrative subject, insufficient supervision over market order, and weakened public service function. In order to settle these problems in terms of offside, malposition, omission, incompleteness and repetitiveness, government function must be transformed： taking good, stern and sufficient control of the affairs that demand government management, while putting the rest in the charge of markets, entrepreneurs and social organizations. The particular countermeasures include the transformation of economic regulatory approach, creating favorable economic environment; the strict supervision and management over markets, completing market running regulations; the build of a harmonious society, stressing on the improvement of the people＇s wellbeing; the construction of a public service system, encouraging the equalization of public services.
