摘要 随着内蒙古乌兰察布地区电网规模的不断扩大,变电站数量激增,部分站点距离较远,电网面临设备运行维护效率难以提高的问题。乌兰察布电业局改变传统集控站管理模式,建设"调控一体化"技术平台,该系统包括SCADA、智能分析和智能决策、远动和保护数据采集三大模块,实现远动、保护数据的采集,调度、监控、电网的智能分析与辅助决策等功能,将变电站监控职能转移到调度,同步配置电网设备监控人员,成立运维操作队,分区域管理,提高运维操作效率。该管理模式的推广,将大量变电站监控人员人力资源成本解放出来,提高了人员管理效率,一定程度上缓解了变电运行人员供需不足的矛盾,缩短了电网设备运维操作时间,保证了电网运行稳定性和供电的可靠性。 With continuous enlarge of power grid size,and tremendous boost of substations in Wulanchabu District,Inner Mongolia,and substations separated from longer distance,power grid has to be faced with difficulties for raising operation and maintenance efficiency of equipment.Wulanchabu Electric Power Administration Bureau change traditional management of centralized control station and build technique platform on Integrated Dispatch and Control system,which include SCADA,intelligent analysis and decision,acquisition of remote and protection data,to realize functions of remote control,protection data acquisition,dispatch,monitoring,intelligent analysis and assistant decision of power grid,to transfer monitoring function of substation into that of power dispatch.At same time,personnel for monitoring system will be provided for power grid equipment,and team of operation and maintenance will be established,managing in district and upgrading efficiency of operation and maintenance.With spreading of this management model,contradiction of insufficient operating personnel on electric power transformation are considerably mitigated,time for operation and maintenance to equipment of power grid are shortened,stability of power grid operation and reliability of power supply are guaranteed.
