广西水产产业化的现状及财政对策

Present condition and financial policy of aquatic products industrial integration(APII) in Guangxi

水产业是广西的优势产业,大力发展水产业对于建设广西特色的农业强省及培植地方税源具有重要的现实意义。产业化经营是保持水产业持续、健康发展的有效途径。本文在分析水产产业化经营现状的基础上,着重针对目前主要存在的缺乏带动能力强的龙头企业,水产品加工环节薄弱,水产品市场体系不健全,投入不足,社会化服务体系不完善等问题,提出财政支持水产产业化经营的对策,主要有四条:一、加大财政投入;二、建立多元化的投入机制;三、突出重点,注重效益;四、强化资金管理。

Aquatic Products Industry(API) is a superior industry in Guangxi,so developing energetically API has important practical significance for building powerful province of agriculture with Guangxi′s charactertistic and cultivating fountainhead of local tax.On the base of analysing the prsent condition of API,the paper countered the main problems including lack of strong enterprises,weak of processing links,imperfect market system,short of capital and technology and imperfect socialized service system.Then the paper put forward four pieces of financial measure to sustain API.Firstly,strengthen financial throwing.Secondly,build up multiple throwing institution.Thirdly, stress the main points and attach benefit.Finally,intensify management of capital.
