In the judicial system of England,the number of professional judges has been very small.The magistrates are a huge group,who take on more than 98% of England＇s criminal cases,the backbone to ensure the law and order of the British.The paper through the research of the magistrates mode in England,found that the three types of magistrates in England are complementary and inseparable.The unpaid magistrates are the foundation,the paid magistrates the supplementation,and the administrative magistrates the supporter,who together constitute legal traditions of low-cost but high-effectiveness in England.It is the only way to develop the judicial system in England by integrating the three modes of magistrates into a professional basis and the other effective division of the magistrates.
