Against the background of the trend of world＇s sustainable development and vigorous development and prosperity of socialist culture,learned from outstanding achievement of water culture and on the basis of the Five Projects,some culture constructions are strengthened,such as spiritual culture of water,behavioral culture of water,institutional culture of water,safety culture of water and state culture of water.The water culture of ＂Harmony between Human and Water＂ should be built actively so as to promote sustainable development of water conservancy and to carry out the strategy of ecological construction.
