我国民间组织参与公共政策存在的问题

Analysis on Problems Produced by Chinese Nongovernmental Organizations' Participating in Public Policy

参与公共政策是民间组织实现自身目标的基本路径,民间组织必然要参与公共政策。改革开放以来,我国越来越多的民间组织开始参与政府的公共政策。然而,当前我国民间组织参与公共政策还存在着一系列的问题,其中,在民间组织层面存在的问题主要表现在利益代表及利益表达意识不强、自身民主治理及制度建设滞后、拥有的资源不足、独立性有待增强、营利化倾向五个方面。

To participate in public policy is a basic path for Chinese nongovernmental organizations to achieve their own goals.Therefore,nongovernmental organization definitely will participate in public policy.Since the reform and opening up policy implemented,more and more nongovernmental organizations participate in the public policy of Chinese government.However,currently there still exists a series of problems which are resulted from Chinese nongovernmental organizations＇ participating in public policy.Problems mainly include the following five aspects： 1） they lack the ideology of representing people＇s interests and expressing people＇s interests;2） the internal democratic governance and system construction of the organization lag behind;3） short at resource;4） weak in independence;5） excessive in pursuing profit.
