摘要
在分析粮食既是商品又是公益性产品的特点、粮价形成和实现的主要影响因素基础上,提出构建新型粮食价格监管机制的框架设想:坚持通过市场形成粮价、政府和市场共担粮食价值补偿、健全政府粮食储备、加大涉农补贴和投入、开拓国际粮源、强化粮价监管。
The paper analyses the features of food as both commodities and public products and the major factors influencing grain price formation and realization,based on which advances the idea of constructing a new framework of food price monitoring mechanism: the formation of grain prices by market forces,the government and market sharing food value compensation,improving grain reserves of the government,increased agriculture subsidies and investment,exploring the international grain resources,strengthening grain regulation.
