城乡建设用地增减挂钩周转指标内涵剖析——基于城乡建设用地增减挂钩试点项目的思考

Analyzing the Connotation of "Planning of Linking the Increase in Land Used for Urban Construction with the Decrease in Land Used for Rural Construction" Turnover Index——Based on the Project Thinking

城乡建设用地增减挂钩(以下简称"挂钩")政策的提出和逐步实施,在一定程度上缓和了建设用地扩张和耕地保护之间的矛盾,同时推动了农村集体建设用地的节约集约利用。但是,笔者在实际工作中发现,由于国家有关"挂钩"的政策文件中没有给出"挂钩"周转指标的计算公式,各地在实际应用工作中对"挂钩"周转指标的理解不同、计算方法也存在差异。因此,本文结合城乡建设用地增减挂钩试点项目的开展,剖析"挂钩"周转指标的内涵,借此抛砖引玉,为进一步规范这项工作,提供有意义的参考。

The policy of ＂Planning of Linking the Increase in Land Used for Urban Construction with the Decrease in Land Used for Rural Construction＂（hereinafter referred to as ＂the pothook＂） prutting forward and gradually implement,to a certain extent,relaxing the contradiction between the expansion of construction land and farmland intensive use.However,the author in practical work,found that because the country does not give a ＂the pothook＂ formula for calculating turnover index in ralated ＂the pothook＂ policy document,there are different understanding and calculation methods of ＂the pothook＂turnover index between the practical application of ＂the pothook＂ working.Therefore,the article analyzes the connotation of ＂the pothook＂turnover index,based on＂ the pothook＂ project,for the purpose of further regulating the work,to provide a meaningful reference.
