A fter a nearly 15-month hiatus, del- egates from Iran and the five perma- nent members of the UN SecurityCouncil-the United States, Russia, the UK, Frmlce and China-plus Germany （P5＋1） finally resurned talks in Istanbul on April 14. They reached an agreement to stm-t a new round of high-level meetings on nuclear issues in Baghdad on May 23.
