街道办事处改革:问题、路向及制度条件

An Analysis of Preconditions for the Reform of Sub-district Agency

中国城市基层治理主要依赖于街道-居委会体制,它在实际运作中面临很多问题。推进城市治理结构扁平化,提升公共服务效率,有必要撤销街道办事处,实行"二级政府、二级行政"体制,由区政府直接面向社区提供公共服务。从改革路径看,撤销街道办事处有赖于推进大部门体制、调整行政区划、完善社区治理结构、培育公益性社区组织等前置性制度建设。

China＇s urban governance in grassroots level depends largely on Subdistrict-Neighborhood System,which meets puzzles in practice.In order to reduce the administrative level and enhance the efficiency of public services,it is necessary to revoke sub-district agency and establish ＂Two-Level-Government,Two-Level-Management＂ System.The revocation of sub-district agency relies on a series of prior reforms such as the implementation of super department system,the adjustment of administrative regions,the reconstruction of governance structure at community level,and the development of none-profit-organizations as well as public-private partners.
