反腐倡廉制度执行问题调查与思考

Survey and Thinking of the Implementation of Anti-corruption System

当前,反腐倡廉制度执行问题比较突出。本文以安徽省为例,在充分调查研究的基础上,梳理当前反腐倡廉制度执行的成效与党员干部认知的状况,研究当前反腐倡廉制度执行过程中存在的主要问题,即设计缺陷,低效执行;形式主义,虚置执行;实用主义,有限执行;灵活变通,替代执行;藐视制度,对抗执行;突破界限,过度执行。在此基础上,分析存在这些问题的深层原因,从加强组织领导、加强宣传教育、发挥制度效能、加强监督检查和营造良好社会氛围角度,提出要着力增强贯彻制度的推动力、提升制度文化的认同力、强化制度的执行力、维护制度的公信力和提高制度的保障力,从而不断提高反腐倡廉建设科学化水平。

Nowadays,the problem with anti-corruption system implementation is more serious.This paper take Anhui province as an example,on the basis of full investigation,combs the current performance and the execution of the Party member cadre cognitive status of anti-corruption system,studies the main problems of design flaws which are inefficient execution,Formalism,false execution;Pragmatism,limited execution,Flexibility,Despised system,confront execution,break through the limits,excessive executive.On this basis,the analysis of the deep reasons of these problems,from strengthening leadership,strengthening the propaganda education,giving full play to the system efficiency,strengthening supervision and inspection and the construction of the good social atmosphere and proposes putting forward strengthening the implement of the system of the ascension of the impetus,institutional culture awearness,strengthening the system implementation and maintenance system and improve the credibility of the system,so as to improve anti-corruption construction scientific level.
