摘要
知识经济条件下,人力资源的发展水平已成为决定一个国家或地区竞争力的关键因素。借鉴联合国人类发展指数的思想,构造了人力资源发展指数(HRDI),对中国各地区的人力资源发展水平进行了对比与实证分析。结果显示:各地区人力资源水平存在较大差异,应加大中西部人才引进力度,实现人才向西部回流。
Under the condition of knowledge economy, the human resources development has become a key factor to decide competitiveness of a country or a region. Based on the meaning of human resources, in this paper we design human resources development index (HRDI) with reference to the thought of human development index of UN. The HRDI is comprehensive reflection of human resources of a country or region in quantity, quality and efficiency. We also use the HRDI to make a comparison and an empirical study of human resources development level in various regions of China.
