文化水利初探

Exploration on "Cultural Water Conservation"

通过文化三个层面与水利实践相结合的论述,提出了文化水利的概念,对其性质与内涵及重要性进行了研究与阐述,并就具体实施提出了对策措施.而文化水利的提出,是从实践上升到理论,无论是对于大水利的规划,还是对于具体工程的建设,特别是水环境整治,都具有一定的理论影响和实践指导意义.

Based on combination of culture and water conservation in three aspects, the concept of cuhural water conserva- tion is put forward in this paper, focusing on its nature, connotation and significance, and the specific implementation measures are also proposed. The invention of the concept ＂cultural water conservancy＂ is a process from practice to theory, which has great influence on theory and guiding significance in practice either for large water conservancy planning or for specific project construction, especially for the water environment research.
