摘要
韩国大学评估认证制的改革在提高高等教育的质量和水平、提升大学的研究能力及水平等方面取得了良好的成效,但在社会认同度低、评估认证组织等方面还存在问题。通过梳理韩国的大学评估论证制的历史沿革、社会历史背景、实施组织及结构、评估认证程序、大学评估认证指标体系可以带来这样一些启示:合理地设定每轮次评估目标;大学评估要以自主评估为主,外部的、强制性评估为辅;坚持定量评价和定性评价有机结合的原则;大学评估指标体系的价值目标要放在发展性上;重视评估委员的多元化;加强评估文化建设。
The reforms in the university evaluation and certification system of South Korea have produced great effects on the improvement of its higher education quality and the research ability of the university. But the system has not been highly approved of by the public and there are still some problems with the ev.aluation and certification organization. And an analysis of the history, the social circumstances, the implemental organization and structure, the procedures and the index of the university evaluation and certification system of South Korea reveals that the aim for each round of evaluation and certification should be reasonably set up, that the evaluation shculd be conducted mainly by the university itself with the external,compulsory evaluation being secondary', that qualitative and quantitative evaluation should be combined,that the aim of the evaluation index should be directed at development, that the evaluatots should be diversified,and that construction of an evaluation culture should be strengthened.
