新乡市土地流转的现状、问题和对策

The Present Situations,Problems and Countermeasures of Land Circulation in Xinxiang City

文章分析了河南省新乡市土地流转的现状,并针对土地流转存在的问题,如政策和法律法规不健全,流转的服务体系不完善,擅自改变土地农业用途以及农民对土地流转的思想认识不到位、顾虑多等,提出了健全土地流转市场,建立土地互换、转包、租赁、入股等流转新机制,优化城乡用地结构,健全土地流转法规等建议和对策。

The paper analyzes the present situations of land circulation of Xinxiang City in Henan province.According to the probles exsiting in land circulation,such as,the unsound policy and law,the incomplete service system of circulation,the change of agriculture use of the earth without authorization,farmer＇s ideological understanding of land circulation is not in place and more concerns,etc,this paper puts forward to some suggestions and countermeasures to perfect the land circulation markets,build a new system of circulation of exchange,subcontract,lease and buying a share,optimize urban and rural-land use structure,perfect the law of land circulation.
