目前,无偿献血长效机制均已建立,但对长效机制的考核尚未真正形成。据此,提出10点建议:一是将无偿献血纳入各级政府"三个文明"考核内容;二是将无偿献血纳入文明创建考核内容;三是将无偿献血教育纳入公民健康教育考核内容;四是将无偿献血纳入相关部门绩效考核内容;五是将无偿献血宣传纳入新闻媒体公益宣传考核内容;六是将支持无偿献血公益宣传、服务内容纳入企事业单位向社会公益性捐赠管理范畴;七是将血站每年采供血情况通过新闻媒体定期向社会公示;八是将采供血机构献血服务和临床科学合理用血纳入医疗质量考核内容;九是完善无偿献血返还制度;十是建立公民用血制度。

Accordingly, the paper proposed 10 recommendations ： first, the blood donation is in- cluded into ＂three civilizations＂ assessment of all levels of government; second, it is included into the civilization construction as- sessment; third, it is included into citizens health education assessment; fourth, it is included into performance appraisal content of related departments; Fifth, it is included into the assessment of news media; six, public advocacy and services of voluntary blood donation is included into the donation management category of social welfare enterprises and institutions ; seventh, blood col- lection and supply of the blood bank is notified annually through the news media to public notice ; eighth, the blood services and blood banks clinical scientific and rational use of blood is included into the assessment of medical quality ; ninth, the return of vol- untary blood donation system should be improved; Tenth, the blood use system for citizens should be established.
