The establishment of a scientific income distribution system entails the strict regulation of the income distribution order. The primary distribution abides by the principle of efficiency, satisfying the exploitation of surplus value on the part of capital; the second distribution requires due consideration of the interests of the majority of the laborers through the mechanism of taxation; and the third distribution has justice and fairness as its ultimate goal.
