党的十一届三中全会以来,山西文化改革发展经历了初始阶段、起步阶段、跃升阶段及跨越阶段,在文化体制改革、文化产业发展、文艺精品创作生产及城乡公共文化设施体系建设等方面取得了可喜的成就。"十二五"时期,进一步推进山西文化改革发展,要以社会主义核心价值体系为引领,推出一批反映山西精神的文化作品;以山西人民的文化需求为根本,构建完善的公共文化服务体系;以推进转型跨越为抓手,壮大发展文化产业。

Since the Third Plenary Session of the Eleventh Central Committee of the Party , Shanxi＇ s cultural re- form and development has gone through the initial, starting, zooming and leapfrogging stages, and the province has made gratifying achievements in the aspects of cultural restructuring, of developing the cultural Industry, of produc- ing fine works, and of setting up and perfecting public cultural institutions in urban and rural areas. To carry forward the development of culture during the period of the ＂Twelfth Five-Year Plan＂, it is necessary for the province to make efforts to produce a batch of cultural works reflecting the Shanxi spirit, following the guidance of the socialist core value, to set up and improve the system of cultural service, putting people＇ s demand fi^t, and to expand the cuhural industry, following the spirit of transformation for leapfrogging development.
