中国国有林发展模式研究

Study on the Development Model of National Forest in China

该文以社会主义初级阶段理论为指导，以世界范围内国有林发展模式为参考，结合中国的国情和林情，提出在社会主义市场经济条件下；中国国有林的发展应该采取森林多效益主导利用经营模式、政企合一的管理模式，依靠国家强有力的扶持，建立多层次、多功能结构的林业生产体系，充分发挥森林的多种功能，在总体上取得最大的林业效益。

Guided by the theory of a primary stage socialism, consulted by the development model of national forest in different countries, and based on the condition of China and Chinese forestry, the article brings forward that the way of national forest in China under socialism market economy should take the management model emphasizing tile full utilization of the multiple benefits and the administration model integrating government administration with enterprise management. Under the powerful support of government, a system of production with multiple hierarchy and multiple function should be set up to bring the function of forest into play, and win the benefits of forestry as a whole.
