2009年曲靖市麒麟区疾病预防控制中心结核菌/艾滋病病毒(TB/HIV)双重感染防治工作成本测算

The cost estimation on TB/HIV co-infection control and prevention in Qilin CDC of Qujing City,2009

目的通过对2009年曲靖市麒麟区疾病预防控制中心结核菌(tuberculosis,TB)/艾滋病病毒(hu-man immunodeficiency virus,HIV)双重感染防治工作成本测算,为同级疾病预防控制中心防治工作提供更准确的全成本和单位成本信息。方法根据曲靖市麒麟区TB/HIV双重感染防治策略和工作内容,借鉴医院成本核算四级分摊、操作时间分配系数等方法,测算出麒麟区TB/HIV双重感染防治工作总成本、成本的构成及单位成本等。结果 2009年麒麟区TB/HIV双重感染防治工作成本测算中成本总投入386 423元,包括疾病预防控制中心投入的成本(45.1%)、全球基金项目投入成本(33.7%)以及国家免费和患者自费投入成本(21.2%),同时对每一类工作内容单位成本进行了测算,如培训、会议及检测等。结论通过对麒麟区TB/HIV双重感染防治工作成本构成的分析及成本测算,了解了全球基金项目经费的投入是TB/HIV双重感染防治工作的有力补充,也为麒麟区政府实施双重感染防治工作提供了准确全面的经济学综合分析证据。

Objective To conduct more rational and scientific cost estimation on TB/HIV co-infection control and prevention in Qilin CDC of Qujing City in 2009 for providing the cost estimation methods system of at the County/District level CDC.Methods According to a series of TB/HIV co-infection control and prevention work processes and mechanism,referred the methods of the four-level cost calculation assessments in hospital and the operating time distribution coefficient,the total costs,cost structure,and unit costs were estimated for TB/HIV co-infection response in Qilin CDC.Results Through the cost estimation methods,the total investment cost was 386 423 Yuan in the TB/HIV prevention and treatment of Qilin District CDC in 2009,including Qilin CDC invested cost（45.1%）,the Global Fund project input cost（33.7%）,and the free pays for the patient cost from state（21.2%）.Meanwhile,the study also showed the series of unit cost,for example training,workshop and test.Conclusions Through the TB/HIV co-infection response cost structure analysis and cost estimates,the total cost and unit cost are gradually broken down,and the results show that the Global Fund investment is a strong complement for the TB/HIV co-infection response against the basis of inputs in the CDC and the purpose of applying for Global Fund is fully achieved.The cost estimation study provides a scientific and effective basis for funding configuration at county level of government.
