安徽省人力资源和社会保障事业发展的实证研究——基于“十二五”规划视角

摘要 改革开放以来,安徽省人力资源和社会保障事业获得了长足的发展,这对于保障和改善民生,促进全省和谐发展有重要作用,但与其他的省份相比,仍存在一些问题。文章按照东中西部区域的划分方法,选取几个有代表性的城市,通过横向和纵向的实证比较,从就业、社会保障、人才队伍建设和劳动关系与收入分配四个方面,全面剖析了全省的人力资源和社会保障事业发展的数量和质量,分析了发展的速度和优势,并提出若干政策建议。 Since the reform, human resources and social security undertakings in Anhui Province have greatly developed. It is of great benefit to develop and improve livelihood of the people, and promotes Accord Development of the entire province. But compares with some other province, there are still some problem. So, this paper adopts the method of east mid-west region division, and selects several representative cities to do lateral and vertical contrast, then this article from the employment, the social security, the talented squad construction and the labor relationship and the income distribution relationship, dissect the quantity and quality of human resources and social security undertakings in Anhui Province in an overall way, and analysis the speed and superiority of the development, so as to provide some suggestions for the human resources and social security undertakings in Anhui Province.
