摘要
中国地方政府的工作报告制度承担着绩效自评估的重要功能。通过对省级政府工作报告的产生过程和文本内容的分析发现,这种模式的绩效自评估在方式、内容和结果上分别存在操作过程的封闭性、指标构成的选择性和文本表达的策略性问题,从而影响绩效自评估的实际效果。要充分实现这种绩效自评估的制度功能,需要形成多方监督的操作方式、设置科学合理的指标体系、规定完整准确的文本呈现并加强其法制化。
The system of local government work report has an important function of performance self - evaluation However, by analyzing the forming process and contents of the provincial government work report, we find that there are some faults including the closed operation process of its manner, the selective index structure of its content and the text expression with strategy of its outcome. Theses faults have affected the result of the performance self - evaluation. In order to fully realize the system function of the performance self - evaluation of this mode, we should form an operation manner under mult -supervising, set up a scientific and rational index structure, prescribe complete and exact text expression, and enhance their legalization.
