资源禀赋与人力资本效应关系研究——以内蒙古为例

近十年来,资源型产业带动内蒙古经济迅速增长,GDP增长率均在全国平均水平之上,财政收入增加;而教育、卫生、科技等人力资本投资缓慢增长。利用内蒙古12个盟市面板数据,运用逐步回归法分析资源富集程度对教育、卫生投资和技术进步的影响。研究发现:资源对教育和技术进步存在"挤出"效应,并在统计上是显著的。

In the recent decade,the economic growth rate of Inner Mongolia GDP was above the average rate of China due to the booming of resource-based industries.However,the human capital invests in terms of education,health,and innovation didn＇t increase proportionally.This paper analyzes the impacts of natural resource endowment on human investments in education,health and technological progress.Regression analysis is employed and the panel data from 12 cities/or leagues of Inner Mongolia are used.We find that the natural resource endowments can crowd out the human capital investments in terms of education,and innovation.
