我国土地政策参与宏观调控绩效评价

The Appraisal of Land Policies' Performance to Regulate Macro-economy in China

基于土地政策参与宏观调控目标,构建了综合评价体系,对我国土地政策参与宏观调控绩效进行评价。评价结果显示,经济增长方面调控总体绩效较好,但保障性住房和中小户型用地问题较大;物价稳定方面调控总体绩效较好,房价高企主要表现为结构性问题;土地政策对就业效应调控绩效较差。并从调整土地供应量与供应方式、遏制房地产的投机、促进充分就业与拓宽财政收入的渠道几个方面提出了下一步土地政策宏观调控的政策建议。

Based on the goal of land policies affecting macro-regulation and control,this paper constructed the comprehensive appraisal index system,land policies＇ performance to regulate macro-economy in China were evaluated.The appraisal results show that the overall performance of economic growth regulation is good,but problems in affordable housing and medium and small apartment land are serious;the overall performance in price stability is good,and structural problem is the main problem for high housing prices.Land policies do not good to employment.Finally,this paper puts forward the further recommendations of land policies,which include：adjust the quantities and ways of land supply,contain the real estate speculation,guide the reasonable housing consumption,promote employment rate and widen the channel of fiscal revenue.
