随着网络对社会信息传播、社会交往以及社会舆论产生日益深刻而广泛的影响，网络舆情左右着群体性事件发生与演变的程度越来越大，影响着群体性事件处置方式、方法的选择。尽力消除网络舆情对群体性事件发生与发展的消极影响，从源头上进行网络泄压、平息事端，就能从根本上阻断群体性事件发生的可能性，从而使之成为提升政府公信力，促进社会文明进步、和谐有序的建设性力量。

With the increasingly profound and extensive influence of the network on the public information dissemi- nation and social interaction, the network produces a great impact on public opinions, the occurrence of massive dis- turbance, and the ways to handle massive disturbances. This paper discusses how to eliminate unfavorable factors of the network on the public opinions and on massive disturbances. The paper offers some suggestions about how to reduce the possibility of occurrence of massive disturbances and to enhance the credibility of the government and to promote the social civilization and harmony.
