当前农村基层治理机制的实践反思——以浙江省为例

Reflection on the Practice of Current Rural Grass-roots Governance Mechanisms-with examples in Zhejiang

在社会主义新农村建设中,如何充分发挥农民主体性地位和作用,探究农民权利的表达和实现途径,成为当前农村基层依法治理创新的关键所在。面向新时期,在治理理念上,要以培育公民社会为核心,规范基层治理的政府定位;在治理机制上,以动员政治支持为关键,提升基层治理的运行实效;在治理载体上,以发展团体自治为重点,丰富基层治理的实践内涵。

In the construction of a socialism new countryside, exerting the role and effect of farmers＇subjectivity, and exploring the way of expressing and realizing Farmers＇Right are the keys of innovation of legal governance in rural. For the new era, regarding to the concept of governance, the position of the Government of the grass - roots governance should be regulated based on building civil society; regarding to governance mechanisms, the effectiveness of grassroots governance should be enhanced based on mobilizing political support; and regarding to the earner of governance, connotation of the practice of grassroots governance should be enhanced based on development of community autonomy.
