关于危险品运输的紧急救援

Emergency Rescue of Dangerous Goods in Transit

危险品运输是技术要求最高的一类特种货物运输。在运输、装卸及贮存保管过程中,稍有不慎便会发生事故,造成人身伤亡和财产毁损。笔者认为:灾害=事故十损失。严格执行危险品运输规章,减少事故发生率,从技术上进行要求。仅是问题的一个方面。而另一方面还应立足于事故发生后的紧急救援,以最大限度地减少损失,两者并重才不致酿成灾害。为此,提出了建立“危险品运输紧急救援中心”的建议。

In transport trade,dangerous goods in one of the special ty- pes demanding the highest level techniques.In the process of transporta- tion,loading and unloading,storage and protection,slight carelessness is liable to result in accidents causing injuries and deaths and properties da- mages. The writer holds:calamity=accident+loss.In order to minimize acci- dent loss,strict and skillful adherence to the regulations of dangerous go- ods transportation is needed on the one hand,and emergency rescue sho- uld be carried out after the event on the other.Neither of the two can be despensed with.To this end,a proposal is put forward that an emer- gency rescue centre for dangerous goods transportation should be establis- hed.
