公共服务市场化过程中的政府责任研究

The Governmental Responsibility of the Privatization in the Public Service

由于政府能力的有限性、政府的"软约束"等方面因素的影响,政府在提供公共服务过程中表现出效率低、质量差等现象,导致公众的不满,从而产生了公共服务市场化改革的需求。从西方国家公共服务市场化改革的实践来看,为保证市场化改革的成功,政府在其中承担着重要的责任。

The public service provided by the government shows low efftciency and bad quality, owing to the influence of the factors such as the limited governmental ability and the governmental ＂ soft restriction ＂,which dissatisfy the people and cause the need to carry through the privatization in the public service. The government takes on the important responsibility in order to assure the success of the privatization.
