联合各部门建立外贸形势综合分析框架的探索与思考

On the Establishment of Comprehensive Analysis Framework on Foreign Trade Performance through Joint Effort with External Sectors

针对当前陕西外贸发展面临的严峻形势,外汇局陕西分局与商务、海关等部门联合建立跨境资金流与货物流的综合分析框架,通过利用国际收支统计数据、海关进出口数据以及企业、银行之间的贸易融资、贸易信贷数据,运用微观、中观、宏观三层次定量分析指标,对辖区涉外贸易走势进行准确判断,为进一步做好涉外经济发展工作提供政策指导。

To deal with severe foreign trade situation of Shaanxi province, SAFE Shaanxi Branch sets up a comprehensive analy- sis framework on cross-border capital flows and goods flows with joint effort with the Provincial Department of Commerce and Xi＇an Customs. Based on international payment data, export and import data, and trade financing and credit between enterprise and bank, this framework uses micro, moderate and macro three level quantitative indicators to provide policy suggestion on the foreign trade trend and improvement of foreign trade.
