法治是加强和创新社会管理的制度基础。加强和创新社会管理的核心依靠是法治。在"依法治国"的总体框架下,进一步加强和创新社会管理,应积极构建更加有利于促进社会管理创新的法治机制。重点是坚持依法完善惠及全民的社会保障体系,健全社会自治的法律制度,保障城乡基层群众自治活力不断增强,构建有利于夯实加强和创新社会管理的法治基础;健全综治信访和维稳的法治机制,构建矛盾纠纷大调解体系,完善社会治安防控体系,构建多部门合作的工作机制;强化公共安全和应急管理责任,推进网络虚拟社会管理的法治化,确保社会安定有序和谐;强化宗教事务管理的法治机制建设,坚持完善公共安全和应急处突机制,健全食品药品、安全生产监管法治机制,保障公共安全预警防控体系高效运行;促进社会公平正义,确保加强和创新社会管理的各项工作实现依法推进。

The rule of law is the systematic basis for strengthening and innovating society management. The kcy of strengthening and innovating society management is to stick to the establishment of laws. In the framework of ＂managing state affairs according to law＂ , it is a must to further strengthen and innovate society management and construct a law making mechanism to facilitate such management. And the focus is to build an insurance system beneficial to all the people in the country, to form a basis for the enforcing of laws. In such a way can people＇s life be ensured and safety problems be solved and work of different levels be done effectively.
